League A includes 28 teams, including defending champions Spain and the seven nations promoted from League B after round 2 of the 2023/24 edition this spring.
They have been drawn into seven groups; from these single-venue mini-tournaments, the teams finishing fourth will be relegated to League B for 2024/25 round 2, with the other positions deciding seeding for League A in that round. The Faroe Islands will take part even though their finals place is assured as hosts.
The 21 teams in League B (including the sides relegated from League A in 2023/24 round 2) will play for promotion to League A in six groups. The group winners and the best runners-up will be promoted.
League A round 2, drawn on 6 December and to be completed by 23 March, will decide the seven teams joining the Faroe Islands in the finals from 4 to 17 May.
Draw procedure
In round 1, the 49 entrants are split into League A (28 teams) and League B (21 teams) based on the rankings after 2023/24 round 2. In League A, teams were drawn into seven groups of four, while in League B there are three groups of four and three groups of three.
Within each league, teams were allocated to four pots (League A – seven in each from Pots 1 to 4; League B – six in Pots 1, 2 and 3, and three in Pot 4).
In League A, every group contains one team from each pot. In League B, every group contains one team from each of Pots 1, 2 and 3, while teams from Pot 4 were drawn into the four-team Groups B1, B2 and B3 (while Groups B4, B5 and B6 will have three teams each).
In League A, the draw started with Pot 1, continued with Pot 2, then Pot 3, and concluded with Pot 4. Each pot was emptied entirely before proceeding to the next pot.
As a rule, and for each pot, the teams drawn were allocated in numerical order from Group A1 to Group A7.
In League B, the draw started with Pot 1, continued with Pot 2, then Pot 3, and concluded with Pot 4. Each pot was emptied entirely before proceeding to the next pot.
As a rule, and for each pot, the teams drawn were allocated in numerical order from Group B1 to Group B6 (or B1 to B3 in the case of Pot 4).
