Draw procedure

League A consists of 28 teams, including seven promoted from League B after round 1 in the autumn.

They will compete to qualify for the finals from 5 to 18 May alongside hosts Sweden, who will take part in League A despite their finals place already being assured. Teams finishing fourth will be relegated to League B for 2024/25 round 1.

The 22 teams in League B, including those relegated from League A in the autumn, will compete for promotion to round 1 of the tournament's 2024/25 edition.

League A

Seven groups of four were formed. Teams were split into four pots of seven teams each based on round 1 results.

Pot 1 (round 1 group winners): England, Spain, France (holders), Poland, Austria, Finland, Sweden (finals hosts)

Pot 2 (round 1 group runners-up): Germany, Denmark, Netherlands, Norway, Portugal, Hungary, Italy

Pot 3 (round 1 group third place): Scotland, Belgium, Czechia, Iceland, Switzerland, Greece, Ukraine

Pot 4 (Promoted from League B): Croatia, Wales, Slovakia, Türkiye, Serbia, Kosovo, North Macedonia

No round 1 group winners could face the runner-up from the same group.

• The draw started with Pot 1. The teams were drawn and allocated to position 1 of each group in numerical order from Group 1 to Group 7.
• The draw continued with Pot 2. The teams were drawn and allocated to position 2 of each group in numerical order from Group 1 to Group 7.
• Similarly, for Pot 3, the teams were drawn and allocated to position 3 of each group in numerical order from Group 1 to Group 7.
• Lastly, the draw concluded with Pot 4, where the teams were drawn and allocated to position 4 of each group in numerical order from Group 1 to Group 7.
• If a round 1 group runner-up was drawn into the same group as the group winner from the same round 1 group, the team drawn was allocated to the first available group in numerical order and another team drawn to complete the position left free. Should this have been possible when drawing the last groups, the teams were drawn and assigned to the groups.

The seven group winners will join hosts Sweden in the finals. If Sweden win their group, the best runners-up will also qualify.

The seven teams finishing fourth in their groups will be relegated to League B for 2024/25 round 1.

League B

Four groups of four teams and two of three were formed. Teams were split into four pots based on round 1 results.

Pot 1: Belarus*, Romania*, Republic of Ireland*, Bulgaria*, Bosnia and Herzegovina*, Northern Ireland*

Pot 2: Slovenia*, Montenegro, Israel, Faroe Islands, Malta, Estonia

Pot 3: Moldova, Armenia, Luxembourg, Latvia, Albania, Lithuania

Pot 4: Georgia, Kazakhstan, Azerbaijan, Andorra

*Relegated from League A

As decided by the UEFA Executive Committee and the UEFA Emergency Panel, the following countries could not be drawn into the same group: Armenia and Azerbaijan.

Teams who played in three-team groups in round 1 were drawn into four-team groups in round 2 as far as this was possible.

• The draw started with Pot 1. The teams were drawn and allocated to position 1 of each group in numerical order from Group 1 to Group 6.
• The draw continued with Pot 2. The teams were drawn and allocated to position 2 of each group in numerical order from Group 1 to Group 6.
• Similarly, for Pot 3, the teams were drawn and allocated to position 3 of each group in numerical order from Group 1 to Group 6.
• Lastly, the draw concluded with Pot 4, where the teams were drawn and allocated to position 4 of each group in numerical order from Group 1 to Group 4.
• If a prohibited team clash occurred or could occur, the team drawn was allocated to the first available group in numerical order and another team drawn to complete the position left free. Should this have been possible when drawing the last groups, the teams were drawn and assigned to the groups.
• Should a team have played in a three-team group in round 1, this team were drawn in a four-team group in round 2, therefore they could not be drawn in Groups 5 or 6.

The six group winners and the runner-up with the best record against the teams finishing first and third in their group will be promoted to League A for 2024/25 round 1.
