Pot 1: France, Spain, Germany, Norway, Austria, Italy, Netherlands

Pot 2: Poland, Sweden, Republic of Ireland, Portugal, Denmark, Czechia, Belgium

Pot 3: Scotland, England, Serbia, Finland, Greece, Slovakia, Iceland

Draw procedure

The 28 teams were drawn into seven groups of four teams. The draw started with Pot 1, which contained seven balls. The drawn teams were assigned to the groups in ascending order from A1 to A7, except if a draw condition applied.

  • A first ball was drawn and the team assigned to Group A1.
  • A second ball was drawn and the team assigned to Group A2.
  • A third ball was drawn and the team assigned to Group A3.
  • A fourth ball was drawn and the team assigned to Group A4.
  • A fifth ball was drawn and the team assigned to Group A5.
  • A sixth ball was drawn and the team assigned to Group A6.
  • The seventh ball was drawn and the team assigned to Group A7.

The draw continued with Pot 2, Pot 3 and Pot 4 and followed the same rules as described above for Pot 1. When a draw condition occurred, the team drawn was allocated to the first available group in numerical order and another team was drawn to complete the position left free. Should this have been possible when drawing the last groups, the teams were drawn and assigned to the groups.

  • The seven League A group winners will qualify for the final tournament in Poland from 15 to 27 June, joining the hosts in the draw on 15 April. If Poland finish first in their group, the best runners-up will also qualify.
