UEFA European Under-19 Championship holders France will take on Slovakia, Belarus and Greece after the elite round draw was made in Nyon.
The 28 sides that progressed from the qualifying round have been split into seven groups of four to be played in the late spring, with the winners joining hosts Romania in the finals from 20 July to 1 August.
Three-time champions Spain, beaten in last year's final by France, will meet 2009 runners-up England in another testing section that includes Switzerland and Montenegro.
