Meetings between Italy and England, and the Netherlands and France, are among the highlights of the qualifying round draw involving 52 hopefuls aiming for Germany.

Qualifying round: 18 September–18 November

• The top two in each group along with the third-placed team with the best record against the leading pair will join Spain in the elite round.
