Draw procedure

Hosts Israel were be seeded as the first team in Group A (A1).

Due to the postponement of elite round Group 6 until after the draw, and following the approval of the relevant UEFA committee, the winners of Group 6 were placed in position 3 in Group A.

Serbia and Kosovo (in elite round Group 6 so a potential qualifier) could not be placed in the same group or meet in a potential quarter-final due to decisions of the UEFA Executive Committee. Serbia therefore could only be placed in Group C or D. There were no further restrictions.

The other 14 participating teams were split into two pots as follows:

• Pot 1: the seven confirmed elite round group winners.

• Pot 2: the seven best elite round runners-up. Six of the best runners-up were designated by name and one was a placeholder (the seventh best runner-up) since the last position could only be determined after the completion of elite round Group 6. As Kosovo are in that group, they had to be placed in Group A or B.

• The draw started with Pot 2, from where the teams were drawn to fill positions four and three in each group.

• The order of the draw was as follows:

- One ball was drawn from Pot 2 and the team assigned to position four in Group A; a second ball was drawn and the team assigned to position four in Group B; and so on until Group D.

- The remaining three balls were then drawn into position three in Groups B, C and D.

- Once Pot 2 was empty, the draw continued with Pot 1, using the same procedure as with Pot 2 to fill position two in each group, then position one in Groups B, C and D to complete the draw.
