Marcelo said he was proud to become the 18th Brazilian to join PSV Eindhoven after completing a reported €2.5m switch to the Dutch club from Wisła Kraków.
The defender, 23, has agreed a three-year contract with the option of a further two at the UEFA Europa League play-off contenders. Signed from Santos FC in summer 2008, Marcelo scored ten goals from centre-back over two seasons for Wisła, winning the Polish title in his first season in Europe.
"This club has a beautiful history and I'm obviously proud to wear this shirt," said Marcelo. "I want to win the championship here and add something to the team, but do it step by step as this is a strong league." Romário was PSV's first Brazilian recruit in 1988.
