Kavanagh, who collected the last of his three caps in a friendly against Northern Ireland in 1999, said: "There is no one prouder than me, all I wanted to do was play for my country again and I am delighted to be back in the squad."
Cunningham suspended
Kerr was forced to make one change as captain Kenny Cunningham is suspended but there is no place for Celtic FC midfield player Liam Miller despite his performances for the Scottish club in the UEFA Champions League this season.
Keane available
Midfield player Stephen McPhail, on loan at Nottingham Forest FC from Leeds United AFC, is included and Kerr has been boosted by the return to fitness of Tottenham Hotspur FC striker Robbie Keane and Sunderland AFC defender Gary Breen.
State of play
The Irish enter their final fixture in third place in Group 10, level on points with Russia and a point adrift of their opponents, Switzerland, who lead the section.
