The UEFA EURO 2016 qualifying draw was held on 23 February 2014, with the draw for the final tournament scheduled to be in Paris at 18.00CET on 12 December 2015.

The qualifying draw was staged at the Palais des Congrès Acropolis in Nice. The sides were divided into five pots of nine teams and one of eight. Pot 1 was drawn first, with these sides allocated to the groups in alphabetical order – from Group A to the five-team Group I.

For television rights reasons, England, Germany, Italy, Spain and the Netherlands had to be in six-team sections. The eight sides in Pot 6 were then drawn for Groups A–H, with Pots 5 to 2 next out in reverse numerical order.

For political reasons Azerbaijan could not meet Armenia, and Spain could not play Gibraltar.
