Rafael Louzán Abal began his public career as deputy mayor of his hometown and later served as president of the provincial council of Pontevedra, in Galicia.

He began his career in football administration in 2015 when he was elected president of the Galician Football Federation, where he modernised its operations, expanded grassroots football, and oversaw a record increase in player licences. Under his leadership, Galicia became a national reference in football.

Since 2019, Louzán has been a member of the Royal Spanish Football Federation’s board of directors. He chaired the national non-professional leagues and promoted a more competitive and stable model for clubs. He was elected president of the RFEF in December 2024.
