CEDB meeting of 20 March

The UEFA Control, Ethics and Disciplinary Body has taken the following decisions affecting the attendance of supporters at UEFA matches:

Match: UECL Legia Warszawa vs. Molde FK (0:3), 22.02.2024

Incidents:

• Insufficient limitation of spectator movement, Art. 37.01 SSR

• Blocking of public passageways, Art. 38 SSR

• Provocative message of an offensive nature (illicit banner), Art. 16(2)(e) DR

Decision:

The Control, Ethics and Disciplinary Body has decided:

• To order the partial closure of Legia Warszawa’s stadium (i.e. all the stands except the North stand) during the next one (1) UEFA competition match in which Legia Warszawa will play as host club.

• To fine Legia Warszawa in the total amount of €21,000.

Please note that this decision (the partial closure of all the stands except the North stand) shall be served in addition to the existing partial stadium closure of the North Stand imposed by the CEDB on 19 December 2023. As a consequence of these decisions, Legia Warszawa will play its next home match behind closed doors.

Match: UEL Toulouse FC vs. SL Benfica (0:0), 22.02.2024

Incidents:

• Throwing of objects, Art. 16(2)(b) DR

• Blocking of public passageways, Art. 38 SSR

• Lighting of fireworks, Art. 16(2)(c) DR

• Unsporting conduct (Mr. Pol Garcia), Art. 15(1)(a)(v) DR

Decision:

The Control, Ethics and Disciplinary Body has decided:

• To fine Toulouse FC €25,000 and to order the partial closure of Toulouse FC’s stadium (i.e. the entire East Stand) during the next one (1) UEFA competition match in which Toulouse FC will play as host club, for lighting of fireworks. Said partial stadium closure is subject to a probationary period of two (2) years, starting from the date of this decision.

• To fine Toulouse FC €4,125 for throwing of objects.

• To fine Toulouse FC €16,000 for blocking of public passageways.

• To suspend Toulouse FC staff member, Mr. Pol Garcia, for a total of one (1) UEFA club competition match in which he would otherwise participate, for unsporting conduct. Toulouse FC ensures that its staff member is personally informed of this decision.

Please note that this decision (i.e. the one-match suspension) includes the automatic one-match suspension of the staff member for having been sent off from the field of play and/or its immediate surrounds, including the technical area, during the match in question (in accordance with Article 52.01 of the Regulations of the UEFA Europa League).

Match: UECL FC Viktoria Plzeň vs. Servette FC (0:0), 14.03.2024

Incidents:

• Throwing of objects, Art. 16(2)(b) DR

Decision:

The Control, Ethics and Disciplinary Body has decided:

• To fine FC Viktoria Plzeň €30,000 and to order the partial closure of FC Viktoria Plzeň’s stadium (i.e. the entire North stand) for the next UEFA competition match it plays as host club, for throwing of objects. Said partial stadium closure is suspended for a probationary period of two (2) years, starting from the date of the present decision.

Note to media:

Disciplinary measures under a probationary period are not immediately effective but may be enforced if “a further offence of a similar nature is committed during the probationary period” (cf. Article 26(3) of the UEFA Disciplinary Regulations).
