Luis Manuel Rubiales Bejar was born in Las Palmas de Gran Canaria, but soon afterwards relocated to Motril (Granada). In 1991, he made his debut with the local team, Motril CF, and remained with the club until the 1994/95 season, when he joined Valencia. The following year, he was called up to the Spanish Under-18 squad. Later, he would play for Amorós, a third-division team from Atlético de Madrid, and the sister team of Mallorca, as well as for Lleida, Xerez and Levante, before completing his career at Alicante and Scottish club Hamilton.

Following his active career, during which he played 298 professional matches, he earned a Bachelor’s degree in law and as a sporting director. He was president of the Spanish Footballers’ Association (AFE) from March 2010 until he presented his candidature for the presidency of the Royal Spanish Football Federation (RFEF), where he had been a member of the board of directors for six years.

Rubiales was elected as RFEF president on 17 May 2018. He was elected to the UEFA Executive Committee as a member at the Ordinary UEFA Congress in Rome in February 2019. Rubiales was appointed as a UEFA vice-president in May 2019.
