After a goalless but lively opening 90 minutes, during which Birmingham had forged the greater opportunities, Norwich's Welsh striker Iwan Roberts headed in from fellow substitute Alex Notman's cross in the first minute of extra-time.
Horsfield header
But eleven minutes later Geoffrey Horsfield stooped to head an equaliser for Birmingham and Michael Johnson almost pinched it with a header two minutes from time that struck the foot of a Norwich post.
Carter the hero
But penalty-kicks were required and once Phil Mulryne and Darryl Sutch had missed penalties for Norwich, Darren Carter's successful kick sent Birmingham up.
