CEDB meeting of 13 December 2023

The UEFA Control, Ethics and Disciplinary Body has taken the following decisions affecting or potentially affecting the attendance of supporters at UEFA matches:

Match: Aston Villa FC vs. Legia Warszawa (2:1), 30.11.2023, UEFA Europa Conference League 2023/2024

Charges against Legia Warszawa

  • Crowd disturbances, Art. 16(2)(h) DR
  • Acts of damage, Art. 16(2)(f) DR
  • Throwing of objects, Art. 16(2)(b) DR
  • Lighting of fireworks, Art. 16(2)(c) DR

Decision:

The CEDB has decided:

To fine Legia Warszawa €100,000 and to ban Legia Warszawa from selling tickets to its away supporters for its next five (5) UEFA competition matches, for crowd disturbances, acts of damage, throwing of objects and lighting of fireworks.

To order Legia Warszawa to contact Aston Villa FC within 30 days for the settlement of the damages caused by its supporters, i.e. for the broken high fences and the broken lighting pole.

Match: FC Bayern München vs. F.C. Copenhagen (0:0), 29.11.2023, UEFA Champions League 2023/24

Charges against F.C. Copenhagen

  • Lighting of fireworks, Art. 16(2)(c) DR

Decision:

The CEDB has decided:

To fine F.C. Copenhagen €40,000 and to ban F.C. Copenhagen from selling tickets to its away-supporters for the next (1) UEFA competition match, for lighting of fireworks. Said ban from selling tickets to its away supporters is suspended for a probationary period of two (2) years, starting from the date of the present decision.

Match: Eintracht Frankfurt vs. PAOK FC (1:2), 30.11.2023, UEFA Europa Conference League 2023/2024

Charges against Eintracht Frankfurt

  • Invasion of the field of play, Art. 16(2)(a) DR
  • Lighting of fireworks, Art. 16(2)(c) DR
  • Unsporting conduct (Mr. Kristijan Jakic), Art. 15(1)(a)(v) DR

Decision:

The CEDB has decided:

To fine Eintracht Frankfurt €40,000 and to order the partial stadium closure of Eintracht Frankfurt’s stadium (sectors 36, 38, 40, 42) during the next (1) UEFA competition match in which it will play as the host club, for lighting of fireworks. Said partial stadium closure is suspended for a probationary period of two (2) years, starting from the date of the present decision.

To fine Eintracht Frankfurt €10,000 for the invasion of the field of play.

To suspend Eintracht Frankfurt player, Mr. Kristijan Jakic, for a total of two (2) UEFA club competition matches for which he would otherwise be eligible, for unsporting conduct.

Match: Servette FC vs. AS Roma (1:1), 30.11.2023, UEFA Europa League 2023/24

Charges against Servette FC

  • Throwing of objects, Art. 16(2)(b) DR
  • Blocking of public passageways, Art. 38 SSR
  • Lighting of fireworks, Art. 16(2)(c) DR

Decision:

The CEDB has decided:

To fine Servette FC €12,000 for blocking of public passageways.

To fine Servette FC €16,500 for throwing of objects.

To fine Servette FC €30,000 and to order the partial closure of Servette FC’s stadium (i.e. sectors I and J of the north stand) during the next one (1) UEFA competition match in which it will play as host club, for lighting of fireworks. Said partial stadium closure is suspended for a probationary period of two (2) years, starting from the date of the present decision.

Match: Ukraine vs. Italy (0:0), 20.11.2023, European Qualifiers for UEFA EURO 2024

Charges against Ukrainian Association of Football

  • Racist behaviour, Art. 14(2) DR

Decision:

The CEDB has decided:

To fine the Ukrainian Association of Football €20,000 and to order the partial stadium closure of the Ukrainian Association of Football’s stadium during the next (1) UEFA competition match in which it will play as the host association, for the racist behaviour of its supporters. The Ukrainian Association of Football shall communicate to UEFA, prior to the match, the sector(s) to be closed, which shall at least comprehend 5,000 seats.

Match: Luxembourg vs. Bosnia and Herzegovina (4:1), 16.11.2023, European Qualifiers for UEFA EURO 2024

Charges against Bosnia and Herzegovina Football Federation

Discriminatory behaviour (team), Art. 14(2) DR

  • Invasion of the field of play, Art. 16(2)(a) DR
  • Throwing of objects, Art. 16(2)(b) DR
  • Lighting of fireworks, Art. 16(2)(c) DR

Decision:

The CEDB has decided:

To fine the Bosnia and Herzegovina Football Federation €40,000 and to ban the Bosnia and Herzegovina Football Federation from selling tickets to its away supporters for its next (1) UEFA competition match, for the discriminatory behaviour of its supporters and throwing of fireworks.

To fine the Bosnia and Herzegovina Football Federation €10,000 for the invasion of the field of play.

Match: Arsenal FC vs. RC Lens (6:0), 29.11.2023, UEFA Champions League 2023/24

Charges against RC Lens

  • Acts of damage, Art. 16(2)(f) DR
  • Throwing of objects, Art. 16(2)(b) DR
  • Lighting of fireworks, Art. 16(2)(c) DR

Decision:

The CEDB has decided:

To fine RC Lens €30,000 and to ban RC Lens from selling tickets to its away- supporters for the next (1) UEFA competition match, for lighting of fireworks, throwing of objects and acts of damage. Said ban from selling tickets to its away supporters is suspended for a probationary period of two (2) years, starting from the date of the present decision.

RC Lens is ordered to contact Arsenal FC within 30 days from the date of this decision for the settlement of the damages caused by its supporters, i.e. for the 50 broken seats.

Match: S.S. Lazio vs. Celtic FC (2:0), 28.11.2023, UEFA Champions League 2023/2024

Charges against S.S. Lazio

  • Discriminatory behaviour, Art. 14(2) DR
  • Lighting of fireworks, Art. 16(2)(c) DR
  • Throwing of objects, Art. 16(2)(b) DR

Decision:

The CEDB has decided:

To fine S.S. Lazio €25,000 and to order the partial closure of S.S. Lazio’s stadium (i.e. sectors 48 and 49 of the Curva Nord), during the next one (1) UEFA competition match in which S.S. Lazio plays as host club, for the discriminatory behaviour of its supporters. Said partial stadium closure is suspended during a probationary period of two (2) years, starting from the date of the present decision.

To fine S.S. Lazio €16,750 for lighting of fireworks.

To fine S.S. Lazio €18,125 for throwing of objects.

Disciplinary measures under a probationary period are not immediately effective but may be enforced if “a further offence of a similar nature is committed during the probationary period” (cf. Article 26(3) of the UEFA Disciplinary Regulations).
