2025 Under-19 Futsal EURO preliminary and main round draws

The UEFA European Under-19 Futsal Championship preliminary and main round draws made on 31 October have paved the road to the 2025 finals in Chișinău.

In all, 36 teams have entered, with 35 competing to join hosts Moldova in the finals at Chișinău Arena, scheduled from 28 September to 5 October. Portugal are the holders having won the title in 2023 with a final victory against Spain, who triumphed at the first two editions in 2019 and 2022.

The 25 nations with the highest coefficients – including Portugal, Spain, and 2023 semi-finalists Slovenia and Ukraine – enter directly in March's main round. The remaining ten entrants begin in January's preliminary round, competing for the last three main round places.

Meet the teams

• Portugal are holders having beaten Spain in the 2023 final, having been runners-up in 2022 and semi-finalists in 2019.
• Spain won the first two editions, in 2019 and as hosts in 2022 before losing the 2023 final.
• Croatia were runners-up in 2019 and have been in both subsequent final tournaments, as hosts in 2023.
• Ukraine reached the semi-finals in 2022 and 2023 and also qualified in 2019.
• Slovenia reached the semis on their finals debut in 2023.
• Other teams aiming for a finals return are Finland (2023), France (2022 and 2023), Italy (2022 and 2023), Latvia (2019 hosts), Netherlands (2019) and Romania (2022).

How the draw worked

• Hosts Moldova receive a bye to the finals.
• Of the 35 other entrants, the ten lowest-ranked associations by coefficient (based on results in the inaugural three editions) begin in January's preliminary round.
• The preliminary round contenders compete for three places alongside the 25 nations entering in March's main round, which will produce Moldova's seven opponents for the finals.
• Both rounds will be played as one-venue mini-tournaments, with the three preliminary group winners progressing to the main round and the seven main round group winners joining Moldova in the finals.
• Based on decisions taken by the UEFA Executive Committee, the following pairs of teams cannot be drawn together: Gibraltar and Spain; Kosovo and Serbia; Bosnia & Herzegovina and Kosovo; Belarus and Ukraine

Preliminary round

• There is one group of four teams and two groups of three teams.
• Teams were split into four seeding tiers (three in each of positions 1 and 2, and the other four in positions 3 or 4) based on their coefficients, and drawn accordingly. Group A contains four teams and Group B and C have three.
• Lithuania (position 2) and San Marino (position 4 or 3) were pre-designated as mini-tournament hosts and drawn from a separate Pot 1 while maintaining their seeding.

The hosts were drawn into the position corresponding to their coefficient ranking starting with Group A. Should San Marino have been drawn first, they were to be be allocated into position 4 in Group A and if they are drawn second, they were to be allocated into position 3 in Group B.

Group C does not have a host assigned to that group; the associations of that group will have to decide amongst themselves who will host the mini-tournament by Monday 11 November at the latest. If the associations cannot agree, the UEFA administration will conduct a draw to determine the hosts.

The first team drawn were to be allocated into position 4 in Group A, if not already occupied by San Marino and then the following two teams were drawn into the vacant position 3 in Groups A to C.

The two teams were drawn into position 2 in Groups A to C, missing out the group which already had a host assigned to that position.

The three teams were drawn into position 1 in Groups A to C.

Main round

• Seven groups of four were formed: the seven group winners will join hosts Moldova in the finals in Chișinău.
• Teams were split into four seeding tiers according to their coefficients: the three preliminary round group winners join the teams ranked 22 to 25 in position 4.
• Seven teams were pre-designated as mini-tournament hosts and drawn from Pot 1 while maintaining their seeding.
