England
England are alone among Europe's FIFA World Cup-winning nations in failing to capture the Henri Delaunay Cup. Indeed, they are yet to reach a UEFA European Championship final, having come closest in 1996, when they hosted the event, only to be denied by Germany in a semi-final penalty shoot-out defeat at Wembley. They also reached the last four – as world champions – in 1968.

Switzerland

Slovenia
A former Yugoslav republic, Slovenia began competing as a separate entity in 1992 and caused a surprise by qualifying for both the UEFA European Championship and the FIFA World Cup at the second attempt in 2000 and 2002 respectively, although they failed to progress beyond the group stage in either.

Estonia

Lithuania
Lithuania made their competition debut as an independent nation in qualifying for EURO '96, beginning their first campaign with wins in Ukraine (2-0) and Slovenia (2-1), but have never finished higher than third in a qualifying section, although they missed out on a play-off for UEFA EURO 2004 by only four points.

San Marino
San Marino made their UEFA European Championship debut in qualifying for EURO '92 – ending the campaign with eight defeats in eight outings, conceding 33 and scoring once – and are still awaiting their first point in EURO qualifying having registered six goals in 56 matches, shipping 253.
