The UEFA European Women's Under-17 Championship round 2 draw has set the groups for both leagues in March.

The draw was made by Nina Brnić, captain of the Bosnia and Herzegovina team at the 2022 finals, who received the Respect Fair Play trophy on behalf of her squad.

League A will decide the seven teams joining hosts Estonia in the finals from 14 to 26 May 2023, with promotion and relegation between the leagues also at stake.

Seeding for the draw was decided by league rankings from round 1 in the autumn. Estonia take part in round 2, though they are assured of a finals place as hosts.

League A consists of 28 teams, including the seven promoted from League B. The seven eventual group winners (plus the best runners-up, if Estonia win their group) will qualify for the finals. The teams finishing fourth will be relegated to League B for 2023/24 round 1.

The 20 teams in League B, including those relegated from League A in the autumn, will compete for promotion.

How the draw worked

The composition of the leagues in round 2 is the same as in round 1, as follows:
• League A, 28 teams: 7 groups of 4 teams
• League B, 20 teams: 2 groups of 4 teams and 4 groups of 3 teams.

The following principles applied:
• The group runners-up from League A round 1 were drawn against group winners from a different group. Teams who played in three-team groups in round 1 were drawn into four-team groups in round 2 as far as this was possible.

• As decided by the UEFA Executive Committee and the UEFA Emergency Panel, the following countries could be drawn into the same group: Azerbaijan and Armenia (League B), Kosovo and Serbia (League A).

• The teams in each league were seeded to create draw pots, based on round 1 league rankings. To determine the round 1 league rankings, the following criteria were applied to the round 1 results, in the order given:
(i) higher position in the following classification, with group winners promoted from League B ranked above runners-up promoted from League B;
(ii) higher number of points in all mini-tournament matches;
(iii) superior goal difference in all mini-tournament matches;
(iv) higher number of goals scored in all mini-tournament matches;
(v) lower number of disciplinary points based only on yellow and red cards received by players and team officials in all mini-tournament matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);
(vi) higher position in the 2021/22 round 2 league rankings.

League A (7 groups of 4 teams)

• The draw started with Pot 1 and then continued with Pot 2 until Pot 4.
Each pot was emptied entirely before proceeding to the next pot.

• As a rule, and for each pot, the teams drawn were allocated in numerical order from Group 1 to Group 7.

• If a round 1 group runner-up was drawn into the same group as the group winner from the same round 1 group, or if a prohibited team clash occured, the team drawn was allocated to the first available group in numerical order and another team was drawn to complete the position left free. Should this have been possible when drawing the last groups, the teams were drawn and assigned to the groups

Seeding pots

Pot 1: England, Spain, Germany (holders), Netherlands, Switzerland, Republic of Ireland, Czechia

Pot 2: Denmark, France, Norway, Finland, Poland, Portugal, Slovenia

Pot 3: Austria, Serbia, Hungary, Sweden, Belgium, Italy, Estonia (finals hosts)

Pot 4: Slovakia, Belarus, Wales, Croatia, North Macedonia, Romania, Kosovo

  • Along with Germany, other past champions are Spain (4 titles) and Poland (1 title).
  • Croatia, Hungary, Kosovo, North Macedonia, Romania, Slovakia, Slovenia and Wales are aiming to join Estonia in making finals debuts. Belarus have only previously qualified as hosts.

League B: 2 groups of 4 teams, 4 groups of 3 teams

• The draw started with Pot 1. The teams were drawn and allocated to position 1 of each group in numerical order from Group 1 to Group 6.
• The draw continued with Pot 2a. The first two teams were drawn and allocated to position 2 of Groups 1 and 2. Once these teams were allocated, Pot 2b was added to the bowl with the two remaining Pot 2a balls and the draw continued, allocating the four teams to position 2 of Groups 3 to 6 in numerical order.
• Similarly, for Pot 3a, the first two teams were drawn and allocated to position 3 of Groups 1 and 2. Once these teams were allocated, Pot 3b was added to the bowl with the two remaining Pot 3a balls and the draw continued, allocating the six teams to position 3 of Groups 3 to 6 in numerical order, then to position 4 of Groups 1 and 2.
• If a prohibited team clash occured or could occur, the team drawn was allocated to the first available group in numerical order, and another team was drawn to complete the position left free. Should this have been possible when drawing the last groups, the teams were drawn and assigned to the groups.
