The play-off draw decides which of the two contenders are at home in which leg.

While the eight qualifying group stage section winners and six best runners-up automatically joined the Netherlands in the finals, the remaining two second-placed teams – Romania and Portugal – will play off from 17 to 25 October for the 16th berth.

The draw determined that Portugal would play the first leg of the tie at home.
